How playoff seeds are decided:
1. Win percentage across pool play
2. Where a team finished in its own pool. A pool winner seeds above a runner-up on the same record
3. Point differential per match, which separates teams on the same record who finished in the same position in their pools
4. Withdrawn teams are moved below every team still playing. They cannot take a playoff spot, and a withdrawn team drawn into the bracket creates a bye
Head-to-head decides ties inside a pool, and that result is
already carried here by where each team finished. It is not applied
across pools, because teams in different pools never played each other.
Pools are built to within one team of each other in size, and a finish
is read against the size of its own pool.
